I have a 1996 RAV4 with 73,234 miles and live in Laramie, WY. Last winter and this winter on very cold mornings it makes a VERY loud noise when started and until it warms up. The dealer tried replacing the power steering pump and the noise continues. They are now suggesting a new power steering gear. They gave me an estimate of $700 for the power steering pump, and are now offering to leave the new pump in and install the new power steering gear for the same price. I asked how much is just the power steering gear and have yet to hear back. I know nothing about cars; does this seem reasonable?
