Power steering fluid leaking

I have a 1997 bonneville 3.8.Power steering fluid is leaking out of the boot on the steering rack.Is there a seal or something in there that is worn out?The inner tie rod seems to be tight.It seems to leak out when the car sits overnight. thank you
