Perhaps it's time

If the Prince had cataracts HE would have paid private healthcare to have them fixed rather than wait until he was nearly blind until a spot opened up in the national health care system.

He announced today that he’s quitting driving

Yes, I see that. I wonder why he turned in his license though? You can stop driving without turning in your license. Might be a back story that the reporters missed. I remember the Sheriff having a conversation with my BIL’s dad. He said I know you CAN drive but the question is SHOULD you. So he made it his decision but played to his good judgement.

The BBC news story explains that in Britain that when someone stops driving they must submit a written notice to authorities along with enclosing the surrendered license.

Also, the report states that prosecutors will take into account his voluntary action when deciding whether or not to bring charges over his recent accident.

Apparently in Britain drivers who give up driving are required to turn in their license, per the BBC story linked in my previous comment.

How would they know if you have a license and not driving?

That is a bizarre statement, how would the government know if someone has stopped driving or is out of the country and no longer driving due to absence.

The news story states that if a person chooses to surrender their drivers license, the DMV must be notified in writing. Anyone can stop driving vehicles without notifying the agency.

“If a driver decides to surrender their licence, or they are advised to do so by a doctor, they must write a letter to the Driver and Vehicle Licensing Agency (DVLA), accompanied by the existing licence, or a good excuse for not enclosing it.”

I stand corrected for misquoting, not properly distinguishing between giving up driving and surrendering a license.

The official notice has to be that the prince “voluntarily gave up driving”., No idea if he took a test and failed it, or the DMV issued a subtle threat that if he did not stop driving they would have him submit to a driving test, which he would most likely fail, causing more public humiliation.
I think the Queen put on some pressure and told him what would happen if he killed someone with his next accident.

Loss of face is the ultimate fear at that level.

When I was hired as a commercial driver I completed the 16 hour Smith defensive driving (commercial) course and the annual 2 hour refresher for 10 years. I am also school trained/certified and experienced as a military aviation accident prevention/investigation safety specialist with the addition of OSHA. You stated “Accidents do not happen unless two people make mistakes at the same time, correct?” That is somewhat applicable concerning defensive driving. Many Motor Vehicle Accidents (MVAs) are single vehicle/person accidents as are many other accidents. Popular advice in military aviation was: “Be Alert and Be Ready”!

I had a trucking company accident investigator tell me the phrase he loved to hear was “the accident wasn’t my fault, they came out of nowhere”.
