I Drove it again today with heat and defrost on and no dripping occured. I will wait until my windshield is frozen again to replicate the problem

use a water hose and drown that area with water. If water enters the compartment the answer is yes.

@kurtwm1 wouldn’t it leaks l from that area when the car is off as well? Only seems to do it when heat is running
That’s correct and if it isn’t than now water comes through that part. Try cleaning the drain tube, as other suggested.
