Noise while rolling

I have been getting the whoosh-whoosh-whoosh noise. This has happened without applying the brakes. Happened whether accelerating or coasting.



After the wheels were rotated, the noise went away.



The car is AWD.



Since the noise happened without applying brakes, and, in fact, applying the brakes did not change the noise, I dismissed the idea of a warped brake rotor. Also, there was no sensation in the brake pedal when applying the brakes. There was some sensation in the steering wheel, but I am not sure how to describe it.



Since the noise has either stopped or been GREATLY reduced by rotating the wheels, that leads me to wonder if a wheel out of balance could be the cause. I was told that the people doing the rotation did not observe anything unusual about the tires.
