I can’t help with the steering wheel problem but I know how to fix the speedometer on the cheap. All you need is a soldering iron and a screw driver. There are a few badly attached chips on the instrument cluster. It’s really simple. Here is the link to a description of the repair method.

Remove a few screws around the cluster, pop out the board, heat up the solder where the link indicates and put everything back.
