The average Diameter of a OEM Kia Soul tire (16"-18" wheels) is about 26" Tallā¦
The bumper support or bracket in the picture you posted is at most 3/4 up the wheel/rimā¦
Now I am not the smartest guy around by any means, but according to my calculator thingy if you take 26 X 3/4 (.75 or 75%) that gives you 19.5" above the groundā¦ If I am understanding this right, 19.5 is between 16 and 20 inchesā¦

Whatās your point? The bottom of my carās bumper is 15 inches above ground, with the top at around 20 inches. It was probably half an inch higher when it was new.
Having the bottom of the bumper at 19.5 inches puts people in greater danger if it hits the side of another vehicle. It will also override most cars and cause the small collision damage to be worse. But it will line up with an SUV bumper. Best to just make the whole bumper really tall so it does both.
