92 Toyota 4-Runner ignition key won’t turn and wheel locked in position. Do I have to dis-assemble the steering wheel to make the key turn?

First, let’s be sure that you tried wiggling the steering wheel back and forth while turning the key. When the front wheels are turned, even very slightly, under just right conditions, this can put a load on the steering lock and cause it to bind.
You shouldn’t have to disassemble anything. The steering wheel WILL turn, in one direction or the other, enough to free up the ignition. The vehicle was obviously parked with the front wheels turned, and this can put a lot of pressure on the steering lock and prevent you from turning the key.
