Coming home from work yesterday, I saw a Chevy Cavalier ahead of me with a right rear tire that had a very noticeable wobble. There was also a dent on the rear bumper not far from the tire. Obviously not good for fuel economy/tire wear. But, what were the odds something bad (like a tire coming off mid-drive) happening. In other words, should I have kept a longer following distance than the usual 2-4 seconds?

Yes, you should have increased it to 4.265 seconds which should give you enough time to avoid the debris field…
