Based on that picture, I’d say drive on. Where I grew up, that wouldn’t be described as “rusty”.
Is that the front end of the car? I’m wondering what that rusty part is? And why do the two wheels seem to be pointing in different directions? … lol … Maybe that’s just an photographic illusion. I concur that the rust doesn’t look like a showstopper to me. What about the wheel wells and the sides of the car, rocker panels, near the wheels?
It is the front end and everything else seems ok
Looks like a hole rusted thru on the left side of the component.
Take a hammer and bang around the hole to see if it gets bigger.

One ambiguous photo posted to an internet forum is no way to answer such a question. Take it to a shop for a full inspection.
It is the suspension cross member/subframe or sometimes called the engine cradle… The engine, transmission, lower control arms, rack-n-pinion etc can all be attached to it…
The tires look like that due to the angle of the picture…
