The tire and wheel are normal. You’re not measuring properly.
@asemaster is correct. You measure the wheel bead to bead, not lip to lip.
The tire fits the wheel and holds air . It has never occurred to me to measure the wheel .
I asked the question because I am trying to fit hubcaps. It’s a little confusing so I asked. Thanks for putting me down. Must feel good.
16.5” tires have warnings on sidewalk that says do not mount on 16” wheels. I agree if tire says 16” you have 16” wheels.
I’m guessing you mean wheel covers (not a put-down - just double checking). If so, then, yes. You need 16" wheel covers.
Note that many of the ones you’d pick up on the aftermarket (from, e.g., big box auto parts stores) can be a bit questionable in terms of fit and quality. But they will spruce things up for a while!
If you are buying locally (as opposed to online), just take them out to the parking lot and try them out for fit. If they don’t work, walk right back in with them and ask for assistance. If they aren’t right, then you can just return them.
Are the wheels stock? What car? I ask because you might need to measure the wheel where the hubcap snaps in. It also depends on what hubcaps you have in mind. Baby moon hubcaps would mount in the center for instance.
I guess I should say what I dealt with. So, I picked up some oem toyota camry wheel covers, locally off of Offerup.The new wheel covers measured 16.25" or something like that I didn’t know that wheel covers are actually 17" on 16" wheels. It threw me for a loop. So I reached out.
Edit - the seller didnt specify a size, It was me who asked and he sent me a measurement of the diameter of the wheel cover, which was about 16.25.
Sounds like those were meant for 15" wheels. I think the confusion was just that wheel size goes by the bead to bead measurement. So a 15" wheel (bead to bead) will measure more like 16" lip to lip on the rim. And the wheel covers will be slightly larger in diameter to cover the outer lip of the rim.
If you want to pursue this, a basic set of new wheel covers isn’t that expensive. And if you want OEM Toyota, you could try car-part.com (or eBay). I’d have no idea how many junk yard Camrys still have their wheel covers, but it’s “free” to look around.

Some of us regulars have owned Camrys and we might be able to recall if they’re for 15" or 16" rims or whatever
And you’d also be better off posting more information initially

Flip the wheel over, face down, and look for a stamped marking on a steal wheel or a casting on an aluminum wheel… 16X6J, 15X5.5J, 18X8.5J… or something like that, no ruler required…
My civic had steel 15” wheels with hubcaps. They were held on by plastic rings on wheel studs. Not 100% snug. Hubcaps were form fitting, like wheel skins. Then I got some 16” steel wheels for snow tires. No hubcaps.
