I’ve Been trouble shooting 1994 ford ranger and found out crankcase vent tube wasn’t connected

I have a 1994 ford ranger v6 3.0 xl and have been having an issue every so often where my throttle gets stuck. My rpm’s will slowly rise or stay steady when I let off the gas and shoot up if I put the clutch in but when I turn the truck off and back on it fixes it so I knew it wasn’t a stuck throttle cable. So I cleaned the throttle body and IAC valve put a new air filter into it and it seemed to run better but did it again once In a one week period. So I gave it another look and notice a tube from the oil fill cap was unconnected from a valve sticking out of the air intake tube. I have no idea how long this was disconnected and if I did it when cleaning the throttle body or if it was like that for a long time and was causing a huge vacuum leak. So I reconnected it. So my main questions are would have it cause serious damage driving with the vent tube disconnected and if that sounded like the cause of the issue? I haven’t had a chance to test it out. Also I was going to clean the MASS but noticed the previous owner jb welded one of bolt tops closed, and have no idea why. I will attach some photos below with the tube the MASS and what I think is the PCV valve but I’m not sure.

Yeah I understand that but the tube is connected from the intake tube straight to the oil fill cap and the pcv is on the other side of the engine. I’m no mechanic as you can tell but I’m trying trying to understand each function

You can replace the screws with non tamper screws.
