I made something simple difficult

I wonder how much of the difference was due to different emissions requirements in California and Tennessee.

I am sure it did, as Cali standards was almost always much higher before the early/mid 2000ā€™s, remember the 49 state legal and then the Cali emissions legal??

AGAIN, before some of the other states started adopting Cali emissions early/mid 2000ā€™sā€¦

My 49-state MY1995 Corolla with the 7A-FE 1.8-liter always had extremely high HC levels, no matter what I did. They were always at the upper limit of what was allowable, from the very beginning, and that car was well maintained and in the family since day 1

I owned my 03 trailblazer for years, used the remote or pushbutton to open the tailgate till a bud told me you push the unlock button twice to use the lift function on the tailgate handle!

From what I see the 1995 7a-fe 1.8 engine is similarly configured to my 4a-fe 1.6 Corolla, also used the speed density method to set the mixture, MAP but no MAF, and it also used the batch injection method.

I disagree with having lock cylinders as a solution. In all my years of car ownership I have had several lock cylinders fail or become difficult to use. I have not had a single electric door lock, remote lock/unlock, or power door/hatch failure. Not one. Score one for technology. And yes, I keep my cars forever.

I have had a few electric locks fail but they were on 80s and 90s vehicles, no problems on vehicles from this millennium.
