I cannot get the right headlight to work, I’ve changed the bulb and fuse. I have no power at the bulb connector. Is there another fuse or relay somewhere I’m missing? Thanks.

Yes, most headlights have a power relay. I am not sure about your 99 Escort, but I would expect it to have one.
