Head light problems

Apologize for asking this question but I am stymied. I had what I thought was one headlight got out (99toyota corolla) so I bought a new set and replaced the bad one. The problem is only a dull light comes out of it. I reset it and still have only a very dull light coming out. Is this a fuse issue or something? All sharing of knowledge appreciated. The problem is due a bad connection in the wiring to the light. It causes less voltage to get to the light. A common problem area is the connection at the light itself. Look for signs of burning. If the trouble isn’t with the light connector check the wiring tieing to the light.
