Iām the guy (currently) in MA you spoke of, that restores old green MA plates.
I have literally restored thousands by now, and every one has gone on to pass inspection (yes; even with the new system). My restored plates do indeed have the proper reflective background, and meet all other specifications required by the state of MA / MA RMV, as well. Inspections stations all across the state have apparently been giving out my contact info, so it is where a lot of my work comes from. I also get a lot of referrals.
If I believed what I was doing was illegal, I certainly wouldnāt be doing it. I have in fact restored many plates for police officers and state troopers. There are a lot of people who would like to keep their old green MA plate, for one reason or another, as long as it passes inspection, and the law allows it. Itās been great to help people do that.

Since we have been waiting since 2011 for a response, maybe you can detail a little bit what exactly you do? Do you strip the old green film and letters off, then put new green film on and new letters? I guess no reason you canāt get a roll of 3M film in the correct PMS color and new lettering, or are the letters silk screened or something. Just curious is all, no way Iād want to do it myself. For $10 I can get new Minnesota plates if they are bad-which I have done before. Way back in the 40ās or 50ās I think Minnesota had a black or yellow plate, but they make you take new plates every five years or so-no choice.
Actually, Bing, I just stumbled upon this community and conversation for the first time last night. (?) So, sorry if youāve been waiting since 2011, but you were always welcome to contact me directly, like anyone else. Plates are indeed stripped down to bare metal, and completely restored from scratch. That said, I donāt give out my detailed process to anyone, and I donāt need to. Sorry about that.
Here in MA, so far, if you get new plates, you get a whole new set of numbers/letters. You canāt get repeat plates from the RMV (w/ the same set of numbers/letters), and getting them duplicated by any other means, for road use anyway, isnāt legal. Many people are clearly attached to their tag IDās, or just want one plate, as is still grandfathered in with green plates. So thatās why people donāt want to just get new ones, until they have to by law.

In NY it is illegal to repaint your license plate. This law is widely ignored in the classic car community. I still have a NY plate with the white background and dark blue letters and numbers. My back plate is OK, but my front has lost most of the blue from bugs hitting it. Going north in Michigan from the Blue Water Bridge to the Mackinaw Bay Bridge is mostly 75 mph speed limiy so I usually set my cruise to 83.
