I think two 1/4 inch holes would look better than an empty bracket, but everybody is entitled to their own opinion.
Or you can leave the advertisement in place.
Way back in Dec 1998 my factory order 1999 Chevy Monte Carlo arrived at my Chevy dealership. I had told my salesman 7 weeks before: “When the car arrives please do not install the front Plate bracket”. Of course he said “No problem!” Well, you can guess what happened. The guy who preps new cars automatically installed said bracket and put the dealership promo plate on it. When I met my salesman he apologized saying: “They just always do that” Great!
My bumper was the black plastic so I just filled the holes with black silicon chalking. Not a big deal.
Bumperplugs sells paint matched plugs for most makes.
I have sent a message to Subaru USA that I feel that if a customer wants the front bracket a reasonable charge after purchase would be acceptable . Who knows if I will recieve a reply. In the mean time thanks to the web I have found a temporary solution . I have used Zip ties to hold it in place for now.
Update:
I recieved a reply from Subaru Customer Service. They do not have a policy for dealers to mount the front bracket in states that do not require a front plate.
As a courtesy they are sending a 200.00 voucher for service/parts that is good for a year. More than I expected , I might just use it to have the bracket installed.
They do make No Drill license plate brackets. this is just one example but there are other companies too.

Thanks, I have seen those plus most of the after market brackets. I just feel that the customer should not have to pay or drill their own holes just because they live in a state that does not require front plates . If I do receive that voucher and the dealer will except it to mount the bracket that is what I will do.

I did receive a voucher for 200.00 from Subaru Customer Service. I went to the dealer and told the service writer that I needed a price to install the front bracket and showed the voucher I had. She said that it was good for the service. She went to talk to someone in the shop and then a guy came back with a drill and screw driver. He said to wait in the waiting room and they would come and get me when they were done plus no charge to do that.
I have the front bracket and a 200.00 voucher that is good for a year.
That’s what I would have expected. I bought my current vehicle in PA, which doesn’t require a front license plate, but my state–NJ–does require a front plate. Like you, I wasn’t comfortable with drilling into a brand-new vehicle.
When I was notified that my new plates had arrived, I went back to the dealership and they installed the front plate bracket–gratis.
