Engine Overheating

I have a 1987 Nissan Maxima it over heated this summer and blew a radiator hose. I replaced the hose, I replaced the thermostat. the car still over heats, and in a pretty short time. I noticed the fans werent working (both of them), so i Jumpered the first fan so it is on all the time, the second fan never kicks on. I do have heat out of the heater though. I am sure the fan switch is bad but but cat be certain as the bottom fan is on a different switch and never turns on. could this be a clogged radiator or a bad water pump?

The first thing to do is get both fans working.

Yes definatly get the fans working. The second fan most likely kicks on when you turn the a/c on (if equiped)
