My harmonic balancer failed and after i replaced it i noticed an arcing between the inner and outer pulley on the new balancer. Also the fuel gauge is working eratically. I am thinking that there is some sort of ground wire coming loose. Either the one on the negative terminal of the battery or another one somewhere. Is there a ground strap on the engine block that might be coming loose and if there is where is it located.

Is it possible that instead of an electrical arc, instead you’re seeing sparks from the pulley rubbing on something metal? Probably the best thing would be to put it up on jackstands or a rack and look at it from all angles to see what might be happening.
