A man was stopped and ticketed for driving in the HOV-2 lane with a passenger - and inflatable Grinch. It seems like he’s not the only one trying to skirt the rules there. A pregnant woman was cited for the same offense. She defended her action saying that her fetus was a passenger. That one didn’t work either.
A bright green grinch? Hard to see I guess.
