I never understood the horn relay connection but recall somebody on this board that had an old truck with electrical issues and it ended up being a horn relay. http://community.cartalk.com/discussion/2143976/1964-chevrolet-c10-pickup/p6
FWIW . . . I’ve replaced several bad horn relays over the years
Just to clarify…the connection at the horn relay for the wires we are talking about is not to run the horn and its circuits themselves…that is done by separate wires on the relay section that actually has the horn components. Maybe you get that by now, I am just not sure. Based upon the original wiring diagram, the 3rd wire connecting at that point is the fusible link going to the ignition switch, and there also seems to be a junction within that wire that goes to the fuse box. Now, these 3 wires apparently could just be soldered together and have the same effect. Apparently, connecting them to the thick metal plate that is part of the horn relay unit was an easier way to connect these wires (or maybe it was not for ease of connection but for some other purpose).
Anyhow, in the end glad to have had the experience. I am nervous about trying to put the top down. Either might not go, or might not go back up. We’ll see. I do have a garage, so if it gets stuck in the down position, oh well.

Glad you got your charging systems working in top notch form OP. Good for you for sticking with it.
If it’s been sitting that long, I would replace the rubber brake lines too.
Front brakes rebuilt last year with new hoses…I do need to check the rear, and replace when I can. You are right.
