Have 95 Civic that stumbles when accerating or under load when RPMs are under 3000. Have checked plugs, cap, rotor and coil. Also checked MAP, TPS,and IAT sensors. No codes have been thrown. Could a faulty ignition control module cause this problem?
Start with the simplest and work your way up.
Check
Air filter?
Gas filter?
Also while in park have a friend rev the engine and see if you hear a hiss from any leaking vacuum hoses.
I did not see spark plug wires on the list of things you have checked.
Plug wires are all under 16,000 ohms.
