Cavalier speedometer stops after heavy rain

1991 Chevy Cavalier, 145,000 miles. After sitting out in a decent rain, or after going through a car wash, the speedometer stops working (stays at 0). Also, for the length of the next 1 or 2 car trips, the “warning beeper” goes off continuously while driving, as if I was leaving the car with the keys in the ignition or leaving the lights on. After a few hours, or by the next day (presumably when things dry out), the speedometer works again and the beeper stops acting all crazy. Obviously this has something to do with the electrical system being interfered with water, but I am wondering where to start troubleshooting.
