The elected officials don’t normally write that sort of technical legal prose. Their staff does that job, or they contract it out. Here in San Jose the elected City Council member’s salary is probably around $50K per year, but there are 63 staff employees with salaries above $400K.
San Jose has a population of just under 1,000,000. Those jobs you link to are highly responsible positions in a very high cost of living city. If the job holders have to live in San Jose, how can you expect to get qualified people if they aren’t paid well?
My folk’s '57 Imperial did not have quad headlights, it used the bigger single headlamp on each side. Some '57 Chrysler products came with quads and some did not. In all 50 states there were a few that the quad headlights were still illegal to sell in that state in 1957.
