My husband is telling me that if we don’t fix this cracked foglight the car will short out and stop. I disagree. It has been brokeb for 5 years and nothing has happened and it still lights up.

No, your car won’t short out and break. You have merely cracked the lens in front of the bulb. Even if water gets inside the housing, past the connector, and into the wiring you’ll simply blow the fuse for the fog lights. It may well be possible for your Forester to live out its normal lifespan without incurring any problems due to this cracked lens.
