Avalon steering recall problem

Since the recall repair, I can put my car in neutral and then turn the key to lock position, and leave the car in neutral. The dealer says it is because my key is worn. When I use my almost new second key, the same thing happens. Has anybody else had this problem?

Is this really a problem or something you stumbled upon by accident? Does anything prevent you from putting your car into park and turning the key to the lock position?

I have never been able to lock the ignition unless the car was in Park.

I took the Avalon to the dealer for the third time, said it was not the key, and they had found out that a piece in the repair kit for the recall was in backwards. Fixed it in 15 minutes and now it is fine.
