Have you tried shifting it into neutral?

I presume you aren’t hearing the normal " rrr rrr rrr " sound with the key in “start”. If so & nothing else seems to get to the root of the cause, ask your shop to measure the voltages at the starter motor terminals. With key in “start”, both the “s” terminal (thinner wire) and “B” terminal (thicker wire) should measure at least 10.5 volts.

Suggest to also post transmission config.
