If the year and miles are correct then I wonder whether or not the fluid was changed. Since the fluid is hydroscopic this brings up the issue of cylinder pitting. One would hope a failed cylinder bore would be examined.
A 1000+ miles a year means a lot of sitting time so you might clarify your statements. Maybe the problem is the master cylinder.
