No communications to or from the PCM or OBD2 port is usually due to a lack of power getting to the PCM or data port. Checking for blown fuses is the first thing to do. If they are all good and power has been checked on them then you need to check for power getting to the PCM and data port. Having a factory wiring manual to refer to is a must have. Running around down in the rabbit hole is fairly simple when you go down it with the proper tools in hand.
