2003 Dodge Grand Caravan

My van makes a moaning noise when cold at low speeds that seems to be power steering problem but the dealership can find nothing wrong with my van. What could cause this please advise.

Power steering pumps are known to moan and whine. Even replacing a power steering pump is no guaranty that it will will be whine, or moan, free.
It’s possible that the moaning is coming from the power steering rack.
These noises are common, and most often harmless.
You could have the power steering fluid drained and replaced. It’s probably should be refilled with Chrysler Power Steering Fluid. This may help the moaning.

Plugged filter in bottom of power steering resevoir. Depending on age of car, poke hole in it with a screwdriver to restore flow to ps pump.
