2000 Saab 93

This car’s RPMs sometimes “bounce around” which usually signals that the car is about to stall (sometimes at the next stop but sometimes while driving). Also, there are times that when I get in the car after driving about town that the car won’t start. I can start the car if I remove the positive cable and wait a few minutes. Any ideas? Thank you.
