it smokes when i start the van up

Twenty two year old vehicle, with how many hundred of thousand miles, with unknown maintenance, not at all surprised.

Where is smoke coming from? Do you do a lot of short trip stop and go driving? Do you normally park facing downhill? If from tailpipe, one experiment worth trying, park facing uphill, front of car higher than rear, then idle engine at a little higher than normal idle rpm for 15 minutes. Helps to remove water which accumulates in the exhaust system. Next time at shop, ask them to put the van on the lift & check for exhausts leaks as well. I presume there’s no check engine light, right?

I’d wouldn’t start it much then.

Another idea, a failed pcv valve can cause smoke out the tailpipe.
