Hi, I live in Uruguay - South America and I Dodge cars are very rare here. I have a 1999 Dodge Stratus LX (2.5 V6) under Chrysler brand.
I want to buy a diagnostics tool or scanner, I won’t use it on other cars (not many here), just in mine so I don’t need to check relatively new cars, a used tool will be fine if it’s in good condition.
There are a couple of expensive scanners and emulators with various hardware parts, it’s kind of confusing.
Any ideas?

Are you sure your car is ODBII compatible ?
Many countries did not require ODBII compatibility until eary 2000’s, even for cars imported from the states, and some countries still don’t.
Should have a sticker under the hood that looks similar to this
Check out the Autel AL319. It works great and not expensive.
I’ll check that and comment later but I don’t believe is ODBII compatible.
