Garage diagnosed that the left port catalytic converter (1 of 2 as rt side performs well) is blocked and should be replaced.
Does this hamper the car’s performance, acceleration and speed? Should both be replaced, or just plug in a universal unit for left port?
Yes a bad cat affects performance. Due to age you might want to get both catalytic converters replaced.

You might want to investigate the bad valve seals, rings or leaking fuel injector that is letting either oil or gas or both down the left cylinder bank to destroy that cat before it destroys the new one.
