I have a 1968 ford torino gt . new gas tank and new fuel sender. with 5 or 10 gal. of gas the gauge reads 1/4 tank of fuel when the key is off. when the key is on it reads empty. what is wrong?

Either sender is bad, the wiring is bad or the gauge is bad. Now you need to narrow that down.
