Up here in NH they can and do. Those buildings are not that very efficient…especially when they are constantly opening and closing large doors. Every time they let a car in or out the temps in those buildings can easily drop 10-20 degrees.
Summer months might be different. I don’t know what the yearly oil consumption compared to how much oil they take in every year.
The late Tom McCahill commented in his book “What You Should Know About Cars” that the real reason for multi-viscosity oils was so that service stations wouldn’t have to stock so many different weights. I think bulk oil with “one size fits all” makes things even. easier.
Some of the real no name oil brands like the dollar store ones and such do not meet any modern spec and say as much on the bottle. I also see these from time to time in convenience stores. They must get them super cheap and then mark them up a ton. I guess it is better than nothing if you pull in and realize you are low on oil but I would plan on changing it out ASAP once I had the opportunity.
I was given a bunch of oil like this and I found uses for it. I mixed some with chainsaw bar oil. Some also went into a neglected manual transmission that I was trying to flush out. I drove it a day filled with this crap oil and then changed it out for the proper synchromesh lubricant. It did remove more crud.
