Cut the heads off of the bolts, install new bolts.
The bar doesnāt affect the seal. Be sure and get the band without a step in the correct size for your exhaust.

Indeed. And inexpensively, if you limit your destruction to a small area that can be reattached with a sleeve welded in place.
Cut off exhaust and put on clamps worked just fine
It is not a bolt, it is a stud. You pretty much have to cut it flush with a cutoff wheel on an angle grinder and then press it out or drill it out. But if it is not broken, you should not have to remove it just to get the pipe out.
With Toyota it is usually nut and bolt, easy to service.
