texases, It’s the same thing here in Oregon. Until recent years we had the old green arrow changing to solid red so you had to sit and be frustrated when there was no oncoming traffic. We went to the solid green with sign then the flashing yellow arrow. I have now encountered a couple of flashing red (not the arrow). I think this is the safest solution as most drivers know a flashing red is the same as a stop sign. Many interpret a flashing yellow as no stop required and the solid green with sign only works on drivers who can read English. What can be very confusing is that all of these signals are still in use. I feel that we are being used as “lab rats” so the educated idiots can compile their statistics (decreased/increased accidents) and justify their salaries that we pay.
