I don’t know about Washington’s laws, but in MD there has to be a lower bumper to prevent a car from going under the rear end of the pickup. That’s probably why you showed this picture though.
Not to mention the wheels/tires protruding completely from underneath without fenders to limit them throwing debris or blinding cars behind with water spray during rain.
Here in North Carolina there is a car fad called “The Carolina Squat”. You lower the rear suspension and raise the front! The NC legislators enacted a law restricting how much you can “Squat”. There is a young guy on my street who is completely ignoring the law. Police? I think they have more important things on their mind…
Every generation wants/needs to be different in some ways. Back in the 70s, the wedge look was popular where I lived. At least then, it actually improved your view of the road. The squat? Let’s make a modification that significantly reduces our view of what’s ahead 
I wonder how many “Squaters” think of re-aligning their headlights. Or do they not care that the low beams are now high beams?
Same in wa, tons of lifted trucks but not as egregious as that one. They really only post the you gotta see this traffic stops. We had emissions testing in Tacoma up to about Everett until the end of 2019.
Not uncommon in Florida, same with Carolina squat.
