is there a known problem with cam followers wearing ? if so what causes it ?when should they be changed out to prevent other damage

Have you been using the specified (in the owner’s manual) oil and changing it as recommended? Failure to use the right oil certainly can cause the problem.

2004 jetta bought used not sure on the past maintenance.I have found there has been a problem but not sure why.oil or lack of oil,lack of service or bad VW parts
