Please Explain What The Heater Control Doesn’t Do, Does Do, When It Doesn’t Do It, When It Does Do It, And When And / Or Why This Started.

Give us some details. What year is this Toyota Highlander and approximately how many miles on it?

Is there anything else that changed at about the same time as the heater control problem?

Also, be sure we know which “heater control”. Is it the blower fan that is malfuntioning or the temperature control or other?
