I agree with you, but there is also the possibility that this guy can’t own-up to his mistakes and actually just failed to engage the e-brake. Maybe he thought that a hare-brained maintenance mistake somehow sounded less dumb than failure to secure the truck properly. But–either way–his judgment is flawed.
