The most obvious industry to out-source would be agriculture, but we subsidize it so heavily that we export half of what we produce. We could keep any domestic industry if we chose to underwrite the cost (= live materially-poorer). I’m for working with safe allies, particularly in the Americas, to reduce exposure to China, don’t see it as popular though.
