Steering Wheel Shake

I have a 2006 Honda Odyssey and whenever I am driving above 45 MPH and I apply the brakes the steering wheel shakes a lot. This has been happening since we bought the car and the dealer said that it was normal and the car is aligned correctly. They said it had something to do with the anti-lock brakes. Is this true?
