Well, they can–in theory–be charged above 80%, but that would limit their lifespan, so the mfrs all have a charging limit of ~80% programmed into their software. So, a “full” charge is only ~80%, and similarly when the batteries are supposedly completely drained, they actually retain a 20% charge–all in the name of greater reliability.

That’s another reason I’m a fan of hybrids, rather than EVs. The car takes care of battery charging, lengthening their life. I was surprised that EVs depend on their owners to decide how far to charge their battery.
