I have bough a vehicle that has the cat removed and a pipe is in it’s place.The O2 sensor is missing also.
Can a dealer cell a car with out A cat in P.A?
No. It’s against EPA regulations for licensed dealer to sell a vehicle with missing emission control components. This can result in fines of up to $20,000 for each missing component.

If you bought it from the dealer like this, it sounds like you may have some recourse with either getting the dealer to fix it or return it to them. I’m sure they’ll say “We didn’t know”, but I don’t think that would hold up in court.
How is the check engine light not on if the oxygen sensor is missing? Or is it? Did you buy it with the check engine light on?
