I have a Brand new set of Ceramic disk Brake shoes for a 1993 Ford Ranger, and the Box got soaked, resulting in some extensive surface rust. Can I safely still use them, or do I have to get another set?

The brake pads will be subject to rust once they are installed, so this isn’t a problem. Just carefully clean the points where the pads (not shoes) ride on the calipers, and use the proper disk brake grease there.
