The noise the young lady is hearing is the secodery air pump.
It is part of the emmisions system and normally cuts in when starting the car in cold weather.
She makes no mention of her local temp so I assume she is up North.
If not then there is an issue with the sensor that controls the pump.
Mind you this would bring up a check engine light, this would then tell you exactly what sensor is suspect.
