Yes, it is best to remove the snow from in front of ALL the tires, but if you only had time to remove snow from in front of two tires, it would be the NON drive tires. The driven tires are capable of climbing over an obstacle, but the build up of snow (or mud) on the non drive tires acts like chocks. Next time you are stuck, try it.
New York gets a major snowfall pretty much every year…agreed, but I am sure NY is simply multitasking. Why not? Big trucks push snow and garbage trucks are big.
