my subaru legacy has a water leak in the rear hatch that sends water into the tail light. the last time i opened it about a cup of water drained out of the light.
would it work to silicone caulk the gap between the rear windshield and the plastic hatch cover that houses the fixtures?
Or you could drill a small hole at the bottom of the tailight for a means of letting the water drain out.

Yes, silicone caulk is the standard way to deal with this common problem.
I put silicone caulk around the leak in my Legacy’s tail light and it hasn’t had any water in it since.
I prefer trying to keep the water out, rather than making it easier to drain. Water and electrical connections are not a good mix.
